Writing a Commercial Alarm Response Plan
Write a commercial alarm response plan with defined verification, contacts, dispatch authority, safe attendance, escalation and event-closure tests.
An alarm can reach the monitoring centre correctly and still produce the wrong outcome. An ordinary intrusion signal may wait on an outdated contact, a panic alarm may be misunderstood, or a keyholder may drive to the property without knowing whether police or a guard has been requested. Public Toronto discussions show that business owners ask exactly these questions after stressful incidents, although those accounts are anecdotal and cannot establish how monitoring or police response works at another property.
A useful commercial alarm response plan removes that uncertainty in advance. Classify each signal, define acceptable verification, name who may request or cancel each response, set timed fallbacks, protect anyone attending after hours and require evidence before the event is closed. The plan should exist in the monitoring instructions, the internal operating procedure and the responder training record. This framework helps operations and security managers turn a monitored commercial alarm system into a controlled response process.
1. Define the response plan’s scope and owner
Assign one business role to own the response plan. That owner approves alarm classes, contacts, authority limits, municipal policy references, training and review dates. The monitoring provider may execute instructions, while the protected organization remains responsible for deciding what those instructions should accomplish.
Record the plan’s scope:
- protected site name and verified civic address;
- police, fire and ambulance jurisdiction where relevant;
- monitored account number and current service provider;
- operating hours, cleaning periods, deliveries and late-working patterns;
- alarm partitions, zones and plain-language zone descriptions;
- available verification sources;
- internal keyholders and professional guard-response coverage;
- emergency, technical and management escalation roles; and
- the systems excluded from this plan.
Keep fire alarm, carbon monoxide, medical and other life-safety procedures in their approved plans. Reference those plans where an operator needs to transfer control. Avoid combining different hazards under a single generic “alarm” instruction.
The owner should review the document whenever the site, provider, panel, contacts, police policy or operating schedule changes. Put a revision date and approver on the controlled copy used by the business and the monitoring centre.
2. Classify signals before defining calls
Signal type determines the decision. Create a response class for every transmitted event that matters, then map the exact panel signal and zone label to it.

Treat panel labels as operational data. “Zone 12” gives a keyholder limited context. “East shipping personnel door” helps the operator describe the location, select a related camera and direct a responder. Verify that the monitoring-centre label, keypad label, drawing and internal plan match.
Official DSC PowerSeries Neo control-panel documentation provides one equipment example with multiple partitions, expandable zones and a 500-event buffer. These capabilities can support separated operating areas and event reconstruction. Product capabilities vary, and the response plan must use the actual signals, memory, permissions and communication paths commissioned at the site.
3. Build a response matrix with timed branches
Write one matrix row per response class. Every row should answer the same questions:
- What exact signal starts the workflow?
- Which evidence may the operator use?
- Who is contacted first, by which method and for how long?
- Who can confirm authorized activity?
- Who can request police, guard or technical response?
- Who can cancel a request, and until what point?
- What happens when nobody answers?
- Where does an attending responder stage and check in?
- Who can authorize locksmith, boarding, repair or temporary guarding?
- What record proves that the event is closed?
Use elapsed time and decision conditions instead of vague phrases such as “call the manager and then others.” A clearer branch reads: contact the duty manager through the primary and backup methods; after the approved wait, continue to the next authorized role; if nobody is reached, take the pre-approved guard, police or technical action for that alarm class.
Include an absolute endpoint. The monitoring operator should never cycle indefinitely through an obsolete list while a defined response is waiting. The plan should also prevent an unauthorized contact from cancelling an event simply because they answered the telephone.
4. Separate verification evidence from contact availability
Verification asks what evidence supports the alarm. Contact availability asks whether an authorized person can make a decision. A contact failing to answer does not explain the signal.
York Regional Police’s current Verified Alarm Response Program says alarm calls must be confirmed before police are dispatched. Its page identifies audio, video and multiple alarm activations as verification sources and says police are not dispatched when the alarm remains unverified under the program.
Hamilton Police Service’s Verified Alarm Response Program similarly lists audio, video, an on-scene witness or at least two separate sensor activations indicating suspected criminal activity. Its page says ordinary unverified alarms will not receive dispatch under that program and excludes panic, hold-up and duress signals from the verification requirement.
These policies show why the plan needs local, signal-specific instructions. They do not guarantee attendance or priority, and they do not establish the rule for Peel, York, Durham, Halton or another police service. For each site, record the current policy URL, police jurisdiction, verification method, special-signal treatment and confirmation date.
Define observable evidence. A person visible near a door may be inconclusive. Video showing forced entry at the alarmed opening, an identified on-scene witness or a documented sequence across distinct zones can support a different decision. Operators should report what they can observe and avoid inferring identity or intent from ambiguous activity.
5. Write the monitoring instructions as an executable script
The internal plan and monitoring-centre record must agree. Give the monitoring provider a controlled instruction sheet containing:
- exact alarm class and panel event code;
- plain-language site and zone description;
- permitted verification sources and viewing limits;
- call order, primary and backup methods, and maximum waits;
- verbal authentication or passcode procedure;
- authority to request, withhold or cancel each response;
- treatment of panic, duress and other special signals;
- guard company and keyholder instructions;
- police jurisdiction and accurate response address;
- accessibility, gate, key safe or lockbox information approved for responders;
- after-hours hazards and prohibited entry conditions; and
- required operator notes, timestamps and reference numbers.
Run a read-back session with the provider. Ask an operator or implementation representative to describe the action for each test signal using the live account instructions. Resolve differences before acceptance.
6. Define the ULC and service boundary accurately
Ask whether the individual site requires or holds a ULC certificate, which service categories apply and which company owns each part of the service.
UL Solutions Canada’s Fire and Security Alarm Certificate Programs identifies CAN/ULC-S301:2018 for signal receiving centre configuration and operations and CAN/ULC-S302-14 for intrusion-alarm installation, inspection and testing. It also describes an alarm-response guard service that may be used with the intrusion-alarm certificate program.
The same page makes an important procurement distinction: a service company being ULC Listed does not make every customer system certificated. An individual system is considered a ULC system only when an active certificate has been issued and maintained by an appropriately listed company.
Ask the provider to document:
- whether the site is certificated and the active certificate scope;
- full-service or shared-service responsibilities;
- the signal receiving centre and guard-response service used;
- service, inspection and record responsibilities;
- communication-path supervision and failure response;
- customer obligations that affect certificate status; and
- the process for revising instructions without breaking required controls.
Confirm insurance and contractual requirements separately. Do not describe a system as ULC certificated based only on the provider’s general marketing or listing.
7. Protect keyholders and after-hours responders
An employee receiving a call at night may be tired, far from the site and unsure what happened. The response plan should manage that attendance as a work activity with defined hazards, communication and authority.
The Canadian Centre for Occupational Health and Safety’s Working Alone guidance recommends assessing each situation, avoiding lone work where a recognized risk warrants it, providing training, establishing check-ins and defining an emergency plan when a worker misses a check-in. Its examples also ask how emergency services will enter a locked building.
Apply those principles to alarm attendance:
- identify alarm conditions that prohibit solo entry;
- give the responder a safe, well-lit staging location away from the suspected entry point;
- tell the responder whether police, guard or another keyholder has been requested;
- require departure, arrival and completion check-ins;
- provide a backup contact who initiates the emergency plan after a missed check-in;
- prohibit searching for an intruder or confronting a person;
- define when the responder waits for police or professional guard assistance;
- provide safe access to keys, codes and drawings without exposing master credentials; and
- account for winter travel, site isolation, poor cellular coverage and locked gates.
Keyholders also need authority limits. State whether they can cancel an alarm, enter, reset the panel, approve emergency repair, call a locksmith, arrange boarding or authorize temporary guarding. Give the monitoring centre and responder the same limits.
8. Plan for unavailable people and failed systems
Test the plan when the convenient assumptions fail.

Avoid placing personal telephone numbers in many uncontrolled copies. Maintain one authoritative contact source with controlled access, a revision record and a documented synchronization process for the monitoring provider.
Schedule a contact challenge. During an approved test window, confirm that every contact method works, the recipient recognizes the site, the monitoring authentication succeeds and the unavailable-contact branch advances correctly.
9. Define event closure and post-event ownership
An alarm is open until the property is safe, protection is restored or a documented compensating measure is active. Silence or panel reset alone does not close the incident.
Assign these closure responsibilities:
- Incident lead: confirms the immediate response and maintains the timeline.
- Site responder: reports visible conditions without disturbing evidence or entering prohibited areas.
- Technical owner: diagnoses the alarm, communication or device condition and restores service.
- Facilities owner: arranges locks, glazing, boarding, cleanup or temporary site controls.
- Evidence owner: preserves relevant event logs, video, access records and operator references under approved rules.
- Management owner: approves extended closure, operational interruption or emergency spending.
- Review owner: completes the cause, corrective action and plan update.
The closure record should contain the signal and zone, detection time, verification evidence, contact attempts, dispatch request, cancellation if any, responder arrival, observed conditions, police or guard reference, temporary controls, repair ticket, restoration test and final approver.
Use the event to improve the plan. A wrong zone description calls for data correction. A missed call may require contact ownership or scheduling changes. A responder who could not enter safely may reveal a gate, key, lighting or check-in failure. Route equipment faults into the site’s false-alarm and maintenance processes rather than changing the response rule around a broken device.
10. Commission the plan with scenario tests
Run a tabletop review first, then controlled live tests with the monitoring provider. Coordinate every test to prevent unintended emergency dispatch.

Record expected and actual results, timestamps, participants and corrective actions. Re-run affected scenarios after correction. Repeat the exercise after contact changes, monitoring-provider migrations, major panel programming, new verification integrations, police-policy changes and material renovations.
11. Ask vendors for response evidence
Use procurement and review questions that expose unclear authority:
- Which exact event codes map to intrusion, panic, duress, tamper, communication failure and supervisory classes?
- What verification evidence can the operator access for each class?
- What is the maximum wait at every contact step, and what final action follows no answer?
- Who can request or cancel police, guard or technical response?
- How are York, Hamilton or another current municipal policy and jurisdiction stored in the account?
- What information is passed to the responding service, and which timestamps and reference numbers are retained?
- Which signal receiving centre, ULC listing and individual certificate status apply to this site?
- How are keyholder changes authenticated, approved and synchronized?
- What happens during communicator, platform, telephone or customer-app failure?
- How does a guard gain approved access, check in and report a suspected forced entry?
- Who owns emergency securing, technician callout and temporary guarding?
- Can the provider demonstrate every branch with controlled test signals and deliver the results?
Require the final response matrix, monitoring instructions, contacts, training record, test results and revision process at handover. A concise, rehearsed plan gives each alarm a known decision owner and prevents critical authority from being improvised after midnight.

Include overnight and unavailable-contact scenarios, then record and correct failures.
